We recommend reading the latest book by prof. dr hab. Marta Postuła - Head of the Department of Finance and Accounting, Faculty of Management, University of Warsaw - "Public Financial Management in the European Union: Public Finance and Global Crises".
The book shows how to build effective institutions and coordinate supranational policy to ensure the EU integration will best satisfy social needs. It offers a combination of a technocratic and humanist perspective on the discussion of public financial management.
The systemic disequilibrium, as once argued by John Kenneth Galbraith, created a world of “private wealth and public squalor” by excessively focusing on growth, markets and our consumer identity, which have replaced our human roles as citizens, community members, carers and friends.
The mounting imbalances between societies and their respective groups point to the growing role of the state in minimising them. It is worth noting that our social and environmental values are too dear to be compromised, which is why the state, as part of its public policy in place, should seek to preserve them.
Under such circumstances, it would be worth reflecting on whether the challenges of the new, more complex reality do not require new, more complex formulas for dealing with crises and the surrounding reality and for social and economic policymaking by states and the European Union, which would ensure their compatibility with the world, financial markets and, obviously, the market.
The Monograph offers an in-depth and unique analysis of the functioning of EU institutions against the backdrop of EU Member States’ national entities. It contributes to the ongoing debate on global public goods and on the processes involved in their supply and management. Further on, public finance management instruments are discussed, pointing to their historical evolution in practice and their effectiveness measured with human development index. The Author presents her proposal for managing global, European and domestic public goods in three areas: environmental protection, transnational infrastructure projects and social policy. The book analyses public finance management instruments used during the recent pandemic, distinguishing between “regular” and “emergency” instruments and assessing their effectiveness in specific economic situations.
This will be of interest to researchers and students of economics and finance, as well as decision makers and practitioners from governments, international organizations and specific non-governmental organizations concerned with issues of public finance management.
